It looks like you're right according to Druid's Grove. It has a a description amount of 978 and heals for 880 with the penalty.

The 1400 must've been an upgrade later because that seems really high for this era.

No. as someone else posted the 980 value is what it actually healed for. Not the value before the healing penalty. That was after.
