2 Month into Velious Patch

Some of these changes, such as the Donals BP, we intend to change immediately with the release of velious.

Some other changes we are evaluating our ability to change dynamically, however the spell system is difficult to implement our dynamic rule system into, as we've been able to do with spawns, items, and drops.
