If you give someone your RL address in-game and he comes by and starts dropping steamy deuces on your front porch and throwing his own feces at your family members, how is server staff responsible for that?
They are only responsible for in-game and on-forum harassment. If you believe laws are being broken, involve the authorities and/or your phone company.
