No drop stuff will be on high level characters capable of getting it. Make it impossible to delevel more than a few levels and that won't be a problem, or add level requirement to velious quest gear.. whatever. Lowbies non twinked benefit from being able to try to gank twinks and have nothing to lose since their gear is worthless.
