If there is a rule, then I think Yapas is in the wrong and should have known better. But it seems that Relapsee's character should be banned 100x by now if this is the case.
If you can't see going in-game and writing a bullshit petition about your forum status as crossing the line between Forums and In-Game then you're hopeless.

If he really cared that much about his forum ban he'd have used the petition FORUM instead of shitting up the in-game CSR queue.
