Painbringer is one of the best if not the best for leveling a lowbie warrior. AoE damage on top of thorns regen etc, you've got a leveling beast. I never got it during live because I figured that by the time level 35 comes around, I wouldn't want an AoE proc weapon because I'd always be in groups with crowd control. Go figure. Guess I could have had it all along.

Or is this just a bug here no P99? Did it always proc at level 1?

Painbringer is fucking GARBAGE because you have to spend 12 hours waiting in Sol B for one to rot if you want to get one for your low leveled alt, and you`re better off just spending that time levelling. In the extremely rare situation that someone was grouped at royals and happened to have a low level alt parked in royals to loot the painbringer, then it`s not a complete waste of time and space. 99% of the time, it`s shit. You can`t argue with that.
