Because Kunark were released not so late by the timeline. And because a beta would help them a lot. A beta make you save a lot of time because players help you develop your finished product.

Kunark is like 1/4th the content of Velious and was still delayed over a year via timeline.

and kunark didn't require nearly as much tweaking and tuning as velious does

nilbog has said it before if you really want to help with velious go to live and get some numbers like mob hp pathing etc etc. at least that's the last I remember a few months back.
