How does a new guild looking to join the rotation get on the rotation? Who do they talk to, who has the final say, etc?

Why you trying to start stuff on Xmas Deru [You must be logged in to view images. Log in or Register.]. Umm basically they would have to try and contact the different guilds and work out something with someone to try and attempt sky on a certain day to see what they are capable of and then kinda go from there i guess.
