Had my phone stolen by a crackhead friend-of-a-friend a few years back and found the identical model on a newspaper box the next day. I was out of a job at the time, in school very poor, couldn't afford to replace mine.
So it was fate, right? I should have just swapped the sim and gone about my business, right? It was the person's fault for leaving it behind anyways... Turns out the girl who owned it was in the exact same situation as I was, too student-broke to replace it. Had I kept the phone, I would have put someone else in the same situation I hated being in. You can sit around being angry and bitter at a world full of "Shitty People" or you can lead the charge and serve as an example of what you'd prefer those people to be. Sure, there's no guarantee that the girl would do the same, but the chances are that much better now because of what I did for them. I agree that the person who lost something can only really blame themselves, but are you really trying to justify taking it from them when you have the opportunity to easily get it back to them? That's disgusting.
