NPC Spawn Issue: Misc N Felwithe NPC Issues

1.) There are two instances of Guard Lovayn up at any given moment. One of them paths as normal, the other appears to always be stationary. Probably a bug as it's not like this on Live.

2.) Lieutenant Rosaed's model has an issue. He should look like a normal Felwithe guard (http://everquest.allakhazam.com/db/npc.html?id=827). Here is how he looks on P99:
