No, just make sure you are actually with a commons resident. You'd be surprised how many Merchants of Qeynos (and other things) are in the common lands, for whatever reason sony decided on.
The other possibility is your commons residents faction started so bad that you are working your way out of a deep KOS hole and since merchants cannot show below dubious, you just think your faction is not improving. | ||
