"1/3+ more" means 33% (1/3) more players than we have. The fact that it didn't mean 1/3 of our numbers was indicated by the word more.

As can be seen in recent battles, we have no fear of our competition having 30 when we have 23, as thats only around 25% more. Would the competition have had 35 to our 23 (1/3+ more), they might have had a chance regardless of how bad they are.
