Exploiting an IP exemption would include 2 boxing or using it for some pve advantage. Don't see either here.

Applying for an IP exemption and then using it to fast switch EVEN ONCE is using the exemption in an exploitative manner. Exemptions are there so multiple people can play on the same router. Using them in any manner other than the aforementioned intended use is an exploitation of the exemption status regardless of whether or not the use was advantageous in a PVE/whatever situation.
