Default Staff with clicky effect...Does anyone remember?

When I played a wizard on live, there was a clicky staff that only needed to be in your inventory to use. The effect was instant, and it slightly reduced the target's elemental resistances. The most important use of this staff was it allowed me to insta-pull something without stopping, making it critical for quad-kiting.

Does anyone remember what it's called or if its present on p1999?

Staff of Temperate Flux and it is present on p1999.

If it's useable from inventory can non-wizards use it? Or is there a class check on the quest?

On live when clicked from inventory, it would say something like not being the right class/race/deity for the item.
