Heya
As Bamzal said only the Shining Star of Light quested through qeynos rodcet nife temple, should have this effect. Not sure our server time line wise but originally the shining star of light had 1 charge of cleric str buff which could be recharded at said temple like the prayer beads with 2 heal charges.
