I think your post is confusing because you say any class but then you show required spells/songs which seems to imply that only those classes can be PLed.

Not really, he said the PBAOE casting classes will be at the low end of the spectrum time wise. This is because they can cast PBAOE and don't have to attempt to either single target individual mobs or target different mobs and cast multiple rain spells.

Prospective buyers may contact me directly if they wish to find out more about how we will level their respective classes. lvls 1-20, it is as you say. However, we will be doing something much different for lvls 20-30, and 30-50 for melees/non-pbaoe.

Why do you charge the same or price for levels it regardless of exp penalty modifiers? Having to spend 45% more time leveling a bard vs a halfling cleric should alter the cost don't you think?

Bard would actually level very fast, despite the modifier (ability to PBAEO).

Any melee will automatically take longer to level (for reasons unspecified).

It is true that SKs, Rangers, and Pallies will take longer--consider it pity.
