DDoS involves a lot more than two IP's trust me. That is why it is so hard to track. No real way for Rogean to stop it. Unless the person doing it, paying for the Handliers, runs out of money, it isn't going to end. That's where the cost is. And the FBI is not going to do anything. P1999 is a pimple on a Dog's ass compared to the rest of the DDoS attacks they have.

Typically you are right. And without knowing the hardware of the P99 server, I wouldnt be able to say for certain. But there are stress-test tools on the internet that when combined with cheap-processing power from cloud providers can do some serious damage for very little overhead.
Any anti-DDOS/intrusion software tho would prevent this kind of attack though since all packets originate from a single IP/subnet. But a single server does have the ability to run a DDOS against a not-well-defended machine.
