Your statement begs the obvious question: why don't you just delete his accounts from the server, period? And when one of his cohorts pops up to fill the void with the plat and items he was hiding, delete the fuck out of them to? Why is this not done?

He most likely has the ability to change his IP address and probably has tons of mule characters. So IP banning is probably out. Banning all his chars is probably too time consuming so they just watch for them and track them.

Nuking them from the server would work, and it's a conclusion a retarded ape would come to, eventually. But for some reason, it's never been done. Why?

I really don't know what kind of tools you guys have as a GM on an emu server, or how much info (if any) is easily accessible about who is playing on your servers, but it must be very very limited if this guy is still at it. You must not even be able to say, look at every account that a specific IP or PC has connected with. Or if you can, how the hell is this guy still getting back into the game this quickly?

The spiderweb is what makes it so hard to pinpoint all of someone's accounts. He has enough platinum and items that he can either create or buy throw away accounts and trade the platinum / items around his own characters enough that it looks like legitimate trades. Also, he earns enough from doing this that its pennies to go buy a $50 laptop from a pawn shop to have multiple computer IDs and proxy servers to hide his IP address.
