Originally, there wasnt a way to quest for the noob item, if you did not have it.
You had to create an iksar character, and multi quest the first item, in order for non iksars and/or iksars without their starter wep. The penance quest was added about a month or so later (Allak added it May 25) , to allow you to regain your starter wep, to do the quests. Penance quest was doable by other races, if faction work was done. | ||
