Miscellaneous: Duel results messages should be server-wide

I remember seeing duel results messages all the time during classic. Including those taking place in other zones.

EverQuest duels let you fight against another character and duel to the death or at least until someone retreats to the next zone. You'll know a duel has taken place when you see the server-wide message, "Player1 has defeated Player2 in a duel to the death! Player 2 has fled like a cowardly dog!"
