Duel results messages should be server-wide

I remember seeing duel results messages all the time during classic. Including those taking place in other zones.

I think this is intentional on P99. I think they "broke" it about the same time as /OOC de-globalization.

Scratch that: after Plane of Sky key-banking made it insanely annoying.

I was in live for awhile, but then got removed within the era that this server has. I can't however recall when.
