Bard grouping with higher levels question

If the pvp flag system is going to be off, this means a low level bard like myself can group with higher levels and provide speed to the group, heals over time, etc and remain in range only to those as if he wasn't in group of higher levels?

Which is classic of course and I'm all for it, just hoping for clarification.
