It's unlikely, but it could be networking related. If you have a mobile hot spot on your phone, you could try using it temporarily to see if it helps (but I wouldn't give great odds that it will).
One other thought: https://wiki.project1999.com/Tech_Su...ent_Stuttering suggests that the problem might be a too large log file. If that's the case, even though your logs might be turned off, you might still have the problem. If so, you should be able to fix things by renaming your logs folder (eg. to "Old Logs"). Again, I have no confidence this will help, but it will only take a minute to test, and it might.
