How poor are we talking? is M2H an option? (they're kinda common now that kunark's out and everyone shed theirs for a kunark wep). If you're truly broke, MOSS is a great deal and very easy to get, so it should be relatively cheap. 19/29 isn't bad, and you can use a shield with it for bash (it's effing clutch to have a spell interrupt <_<).
That being said, you're more 'the start of a group' than a duo. Duoing like that's going to be painfully slow.
