earliest proof I can find of 14/22 comes from something like 4 days after Luclin release. So it's hard to say when the change was made.

Frankly, it's the lesser issue by a mile - I have no problem at all with just shifting it to 14/24. I'm worried the delay change is detracting from the Proc Duration change. The more important, and more easily provable, change, is that the Proc should last for 25 ticks, up from the current 10. It wasn't dropped to 10 until post-Luclin.
