XP penalty. What gives?

As a novice (I played semi-hardcore from launch until 2001 and then casually from then to 2003) I'm just now learning the little details of this game. One thing the game didn't mention in 1999 was the xp penalty. The creators didn't make it obvious that such a thing was even in the game.
