IIRC they removed the Learning skills from the game and increased base attributes, believe the only way to raise them now is implants.

Also, if you think that's bad, wait til you trying for like Capital Ship training...oh, 50 days for that next rank, awesome...

Cap Ship training was horrible. I think I set my last rank to train before I quit x years ago, should be finished by now...
