NPC Spawn Issue: Tower of Frozen Shadow Floor 2 Missing Librarian NPC

The zone seems to be missing this NPC. It is also not showing up in the p1999 wiki monster list, although it seems to be listed in the wiki page for the zone under the Types of Monsters section.
