The zone seems to be missing this NPC. It is also not showing up in the p1999 wiki monster list, although it seems to be listed in the wiki page for the zone under the Types of Monsters section.

Also, the Wiki is not maintained by the P99 staff. Go ahead and make a wiki article on a ghostly teacher.

I would make an article, but it seems odd to add something that doesn't seem to exist in this iteration of the game :)
