This item was not added until Planes of Power. It is currently being sold by Adinel Jailbar in Iceclad Ocean, and quite possibly may be sold by other merchants as well.

Newbie Armor Quest Mobs
These mobs were added with the release of the general newbie armor quests in approx. May 2002. So far I've looked at Felwithe and Kelethin, but there are probably still some that spawn in other zones...

1.) There are two instances of Guard Lovayn up at any given moment. One of them paths as normal, the other appears to always be stationary. Probably a bug as it's not like this on Live.
