Miscellaneous: Typing /tell " will send a blank tell to random people

/tell " will return:
You told '[queued], '

Just tested this and got a few people responding to my blank tell, other people tried it and got the same result. Isn't zone specific as everyone who responded to the blank tell was in a different zone. Not sure if it's sending a blank tell to random people or perhaps anyone who's zoning, hence the [queued].
