Question about Shaman Epic Faction

Must I max out true spirit faction to turn in iksar scale for spear?

Here is what Ive done so far (in order):
3 Tiny Gem turn ins
Test of patience
Envy/woe/marrs promise
Black dire
CoM Pages
Ghiosk Books
Com pages
8 Tiny Gem turn ins
Envy/Woe/Marrs promise

Even on that last envy/woe turn in - still saying my Truespirit faction has gotten better.

Still at warmly and ...how much more do I have to go! hah.

It has a bunch of posts by people (myself included) on what it took them to reach max faction.

I did everything up to and including boots then 8 CoM books for max faction. If you rely mostly on tiny gems for faction you need to do it a bunch.
