NPC Spawn Issue: Hard hitters: Princess Llanadra, Kazen Fecae, wrong level for stanos?

If I remember clearly the princess in lesser faydark only hit for around 110, inline with other level 45s. She was later buffed to be able to hit up to 500. Kazen Fecae was like any other lvl 30 before it was buffed to be able to hit for 1400, I believe the buff were done after Luclin. Also, wasnt stanos and general v'ghera level 63 instead of 65? Infact wasn't all npcs capped 63 by kunark?

I don't remember if there are any more.
