Whats the proper way to report people that are KS'ing or high levels that are taking the whole low level zone to PL?

Use the in-game /petition

FRAPS is really handy for KS'ing

Additionally, if the zone is Blackburrow you need to make a separate thread containing the following words:

gnoll fangs;
trivial loot code;
broken quest; and
some type of curse word/threat to quit

in any order you prefer.

Yes, new blackburrow thread in server chat is required for each infraction, one for each offended party

It really does work. We had a guy KSing us in Highkeep the other day, and the entire group petition'd him. I've never seen anyone forced to apologize like that in OOC before.
