Giving a player a verbal warning isn't being ham handed, that's being an actual person. Why would you go out of your way to avoid being personable and genuine?

I think they are trying to grow the community by making it more friendly like blue and therefore are more than willing to ban chronic offenders if it will result in a net gain. There's also no paid MMO you can play today where you can say those sort of things without repercussions.
