It does work on players, it just has a higher failure rate.
Do have any parsing data/figures/percentages for the failure rate? I've been 100% unsuccessful in the past 4 days which leads me to think this mechanic is broken.

feign should have a 40% failure increase in pvp....not sure if they patched it yet
