Default Weapon Slot Question

Using the following assumptions:
I am a Warrior
I am pre-Level 28
I have no haste of any kind
Neither of my weapons has a proc
Both weapons are the same ratio but are not the same damage/delay (e.g 9/18 vs. 18/36)

Under such conditions, does it matter at all which weapon I put in a particular slot?

Using the law of averages, you want 9/18 mainhand.

For one handed weapons of the same ratio you will see higher dps from the faster weapon in your primary, because one handed damage bonus is based on your current level and not the delay of the weapon. With a faster weapon you will apply the damage bonus more often. For two handed weapons it is different, because damage bonus is based on the delay of the weapon.

He doesn't have a damage bonus at his level. Until he does, which weapon he uses in which slot won't make any appreciable difference. If the damage on one is high enough (ie, higher than 14 for the teens levels) he would do better mainhanding the one with lower damage. However that's unlikely as there aren't a lot of Warrior 1-handed weapons with higher than 14 base damage.
