Congress doesn't any authority. They can recommend the justice department carry out a prosecution, but the Congress has zero power themselves. It's basic separations of powers you should have learned in third grade.

The criminal offense of "contempt of Congress" sets the penalty at not less than one month nor more than twelve months in jail and a fine of not more than $100,000.
