It's a waste of space. Blue generates more than enough donations to be self sustaining. There have been multiple revival efforts, but every time they fail.

I say make hte rules simper. Keep a hands off approach as much as possible. Quido was right.
And make it team-play. I think that'd help. With hte experience bonus and and 4 level PvP limit (and whatever else) there's not a lot to complain about, unless you can't stomach open world PvP, and a lot of people can't. Maybe that's the problem. Some people just aren't meant for this.

And btw many PvP MMO's are wiping regularly--maybe in several month intervals--because of the affects of a top-heavy veteran population feasting on the levelers or casuals. There're lots of twinked and raid players on Red now. Wiping only solves the problem for a short period of time.
Frankly, one of the joys of open world PvP is smashing someone else with your uber twink/raid char. It's a part of progression, especially in PvP/PvE hybrids. However, maybe some attention can be given to this? Red has been going for several years now, right? Maybe a wipe would be a good thing.

And btw, regarding rulesets, I played on Sullon Zek back in the day. The rules don't get much more "hands off" than that. Every zone was FFA. You lost your carried money when you died. My preference in any PvP MMO is usually a simple rule system. I don't like too many Play Nice rules because they ruin the atmosphere, especially in open world PvP. Built-in rules are better, as well players enforce the rules themselves.
