There's a huge difference between stalling and actively killing a target. You can't duo VS, you duo the dragons with high regen, but you can sure as shit duo draco. Understand the spirit of the rule before you try to bar someone from killing content.

and until a GM states that there is an execption to a rule, I avoid breaking them.

That's right, you don't.

The rule is 18 seconds (disc or DA) max before a 'significant' raid force must be engaged on the mob. The encounter log must also show that members of a raid force appear on the log within a few seconds of each other after the DA/Disc to evidence that a raid force was 'trickling in'.

In Indignations case they attacked with a warrior and a rogue "their force", basicly if they where lucky and didn't get any adds,(in a zone with 100+ mobs) didn't get feared, had 5+1 CH charges each and the server lagg was working for them..they could have killed it.
but 9 times out of 10 they would have died.

And didn't TMO petition IB for killing a dragon with a warrior and a BP cleric ? (didn't IB petition TMO for something like that also? )

Sirken's words was TWO is not a kill force. (and considering you petitioned IB for it , I guess you agree with 2 is not a killforce ? )

Actually 9 times out of 10 a Warrior and Rogue with 12 charges of CH could kill Draco. A Monk and Rogue could probably pull it off too. Draco is a mini for a reason.
