As a person who's 56 and attacks 60's all day, i say 8 lvl limit. Or keep it at 4 and add item loot.

Lvl to 44 problem solved.

If you still like having the disadvantage take some gear off until you feel you are that the sufficient disadvantage you're looking for.

Meanwhile people can get to 56 and maybe get some planar/resist gear before 60s with 41% haste and 1k+ burst attack them.
