Yes. But they will only be punished if they do, in fact, scam someone out of an item through deception.

Punishment is separate from reimbursement. You can steal an item from someone, get banned and the item removed, and now that item is gone forever.

I'm just wondering here but what's the reasoning behind not giving the player his items back? Is it a sort of tough love learn your lesson kind of deal?

I don't know who his main is, but I think he actually made most of his money by running the casinos. I feel pretty terrible naming his other casinos because he really was super nice and entertaining and there was a mutual trust with xfers and stuff.

Also, his DnD game. That was awesome and fun and creative. Someone needs to pick that up where he left it off.

This could have been an awesome story for a [seemingly] legit p99 noob, not to mention great promotion for Arrowed's casino. Now, it's just a mess and everybody sucks.
