This has been tried time and again. Unfortunately it won't work. To properly lock down a server you need competitive players who aren't afraid to step of a few toes to get what they want. TMO currently has a monopoly on those player types.

The few players of that nature who are not in TMO try to gather like minded individuals, but all that remains of the populace are people who are too concerned about their in game morality and/or are not interested in committing to the 24/7 availability the raid targets require.

There's possibly hope from the IB resurgence, just depends if they'll bring back enough of the old firepower and absorb what's left of the resistance that stayed behind to topple the monster TMO has become in their absence.

I'm sure there's a line of guilds and hardcore players waiting to rejoin with IB (because the massive cheating fiasco and ultimate bannings/guild bank RMT that IB/TR will certainly be a draw)

End game for IB = one guess (maybe they'll fall for it again) lolol
