I admittedly don't know much about computers, but it seems like there should be a way to ban their IP. You can get IP banned from internet forums.

Yeah, but wouldn't it still be worthwhile to ban any accounts associated with that IP?

Well it obviously wouldn't catch everything, but I'm guessing it wouldn't be a complete waste either.
