Putin waited for Trump to get out of office because if he had launched the invasion under Trump's watch, and Trump did nothing, it would have undermined Trump's presidency and threatened his re-election, a re-election Putin was very much hoping for. Trump and his cult of Republicans are very much anti-NATO and Putin badly wants them back in office.

I think Putin's hope was that he would roll over Ukraine in days, humiliating Biden just before the midterms, ensuring an even worse defeat for Democrats than was already in the pipe. Republicans get back into power, and continue working on dismantling NATO, shifting the global balance of power closer to the China/Russia axis.
