Because it does things other than deworm. Specifically, it is thought to interfere with sars-cov-2's ability to replicate. At worst, it does nothing for covid and is also safe to take, provided you don't take a giant dose normally reserved for horses. Just like you don't take horse-sized pills of ibuprofen for a headache.

Many medications have seemingly unrelated dual-uses. Some antihistamines are effective at mitigating allergic reactions but also inducing sleep, which is why diphenhydramine is prescribed for both.
