Imo this is not about if holo or nihilum did or didnt exploit. Its holding same standards to all. It has been shown both exploited. Holo obviously did otherwise they would of not been suspended/banded/disbanded/loot removed. Nihilum had the most raid loot removed. There is a screen shot of them doing Vox and Rogean calling them out about it.

Anyways this is not about if they are guilty or innocent. Its about same standards.

Personally I think Nihilum did it intentionally since they were extremely evasive about the existence of an exploit and even tried to make the encounter easier for them (check out the thread "Nagafen on red" in the Bugs forum). But can I prove it? No.

at level 17 in oasis i was bowing someone running from me and they were regening nonstop arrows for 5-20 dmg , granted the dps was slow , but players start with iksar regen bps on red
