As for Kazon, you guys still didnt post pre-luclin links for your claims and until then, nothings gonna happen.

One source is posted actually before the launch of luclin, and several sources of data cite being able to do it during that period, including first hand accounts of people who play here. There is no reason at all that the launch of Luclin would precipitate a change to an NPC in kaladim completely unassociated with the expansion.
