My understanding of the history there is that when Velious was about to launch Daybreak was launching a TLP. So P99 pushed the release of Velious back so that it wouldn't compete with the launch of the TLP.

I don't think that's saying they can't launch another server without permission. It's saying that if Daybreak makes a reasonable request for them to delay the launch (such as if it's overlapping with a TLP launch, like the release of Velious on Blue was) then P99 will agree to delay temporarily.

It reads to me in the text text that daybreak has to basically approve of any future release or p99 runs the risk of nullifying the contract.

But then inquiring to daybreak puts you back in the cross hairs, so even that can make it risky IMO

Yeah that's not what that language says. It doesn't require Daybreak's consent to launch a new server. If it did, it would explicitly say that they won't launch one without
Daybreak's express prior written consent.

Now, if Daybreak finds out they are launching Green 2.0 and wants to ask them to delay it for a long time...they can of course do so, but under that language they'd have to provide a reason other than "because we said so" and if that reason wasn't reasonable then P99 could ask a court to allow them to launch the server. Would P99 do that? I'm guessing probably not since it would be time consuming and expensive to litigate whether Daybreak's justification was "reasonable". So if they didn't then yeah that language kind of could be used to prevent them from launching a server. But if P99 went to court it would probably have a good shot at winning.
