What if the city itself is the problem. What if the city is what kills all the souls that enter it. What if that city starts to kill the other cities around it? Looking at the city holistically.
Maybe killing the city is like killing a cancer. Maybe killing the city simply means changing how the city is governed and what religion that city follows. Maybe it doesn't mean killing the occupants of the city. Maybe that is a mistranslation. Either way you can be evil by proxy.
